Amidst all the chaos and the uncertainty around, the Indian government has issued guidelines for Lockdown 5.0, allowing gradual reopening of almost everything in a staggered way. On Saturday, the Union Government issues the “Unlock 1” guidelines which allow the phased reopening of some of the activities around.

The Lockdown 5.0 limits only to the containment zones for a month till June 30. The night curfews have been changed to 9 pm to 5 am instead of the 7 pm to 7 am rule that was before.

The guidelines proposed by the Ministry of Home Affairs also further allows the reopening of the malls and hotels, restaurants and even some of the places of worship from June 08, 2020. This is presided under the Phase 1 of unwinding.

The same also allows movement of goods and people between and within the states too.

But, with the guidelines of the Centre, they have also given free reign to the State governments to implement the necessary activities and restrictions that they deem suitable for their containment zones and the risk prone areas.

The guidelines under the Lockdown 5.0 have also suggested that the reopening of the schools, colleges and some of the other educational institutions will be done after consulting the state and the Union territories in Phase II.

But, even with the ease to the restrictions there is going to be a number of imposed restrictions on some of the activities including international travel, operation of Metro rail, reopening of cinema halls, gyms, swimming pools, parks, theatres, bars and even the auditoriums.

The reopening of these kinds of establishments will likely be talked about in the Phase III of the reopening.

The new order under the Lockdown 5.0 has been titled as “Guidelines for Phase Re-opening (Unlock 1)” which has been sanctioned and signed by the Union Home Secretary Ajay Bhalla. This engages more on the reopening of the “prohibited activities in a phased manner in areas outside of the containment zones.”

“All activities that were prohibited earlier will be opened up in areas outside Containment Zones in a phased manner, with the stipulation of following Standard Operating Procedures (SOPs), to be prescribed by the Health Ministry,” the guideline further read.

“These will be demarcated by the State/ UT Governments, after taking into consideration the guidelines issued by the Health Ministry. Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed,” the guidelines said.
